Responsibilities to ensure the competence of all MRO personal incl. Management
The Accountable Manager is responsible for ensuring the competence of all personnel including management personnel has been assessed.
The responsibility of a Nominated person cannot be delegated to other Manager(s), unless such Manager(s) is/are identified as “Deputy Nominated Person” for the related function (e.g. Deputy Maintenance Manager). The duties of any Nominated Person may be delegated to other Manager(s) who are reporting to him/her. It means the CEO is responsible that every person i.a.w. his job description and/or role has to be assessed of competence before he will work to perform work unsupervised. The competence assessment program shall be organized and controlled by a delegated person it means the Maintenace Director or the Training Manager. The competence assessment program shall be defined via MOE and necessary changes to the MOE to meet the content of this decision should be made and implemented at the time requested by the competent authority. The Accountable Manager has to make sure the competence assessment program is in line with the authority regulation and his own MOE.
