MRO needs to assess competence of the qualified staff
The organization must be able to demonstrate qualified competent staff to support the entire scope of approval. The qualified competent staff is separated per Job Function described by EASA Part 145.A.30(e). The competence assessment program shall be described by the MOE. The defined staff shall be assessed initial and continues all 2 years period. The person will be assessed for ability, knowledge, understanding and attitude related to Job Function and scope of work and/or role description. Every subject to assess shall be in line with the scope of work by the assessed person. The assessor shall be qualified as well to perform such a competence assessment. The evaluation for each topic shall be rated via score system and must be archived to proof of evidence. In terms of lack of knowledge, attitude, ability or attitude a gap analysis shall be performed and a qualification program shall be announced. A modern digitalized training and qualification software is able to support such a program.
